riding lawn mower won't turn over

Battery checks at 13 + volts but it won’t turn starter without a jump or connected on the charger on fast charge for an hour. Won't turn over with the key I have installed a new solenoid and ignition and the battery has a full charge, but when I turn the key nothing happens, no clicking from the solenoid. I've since bought a new riding lawn mower (craftsman) but would like to diagnose the one that's not working. Nothing. I have an orange Ariens riding lawn mower (doesn't have a serial number on it) with a twin 16hp engine that I mistakenly bought used from someone. After many pulls a puff of smoke would come out of the exhaust, it would run for maybe 3 seconds and then shut down. The various colors of the plugs will typically indicate the root problems for a lawn mower that does not start. Or does it mean that the starter turns the engine over but the engine does not start?
